If i can wear brown boots with a black skirt ot pants, what color should the top and purse be? Keep in mind the boots are short, high heeled and are a dark brown...

The combination of two very dark colors is just permitted for very white people, as the skin color comes in the combination and makes an equilibrium...are you very white? If the boots are brown, the purse must be brown; find the same brown for the top too.
But if you are dark, please please, don´t make such a mistake, NEVER wear dark brown or two dark colors together, this is THE WORST MISTAKE EVER.

Technically Being a fashion expert, No. Here is the golden rule (Im NOT making it up, this is a very true and important rule when it comes to high fashion)

-Brown shoes suit every color except black. Black shoes even though it is a neutral color, should not be worn with BROWN.

This is a rule which is not known by not everyone (but definitely authentic) But it really doesnt matter if there isn't such a big fuss. Its not as big as a mistake such as wearing an outfit of two COMPLETELY non-matching pieces of clothing.

In addition, Your outfit may be acceptable if you wear a brown or offwhite shirt on top.

Other than that, you should never become a slave of fashion. These type of people are labelled as fashion victims in the fashion world. Fashion Victims are not considered well-dressed and are not looked up to as there is no originality in the way they dress.

BLACK AND BROWN MAKE A FROWN! Monochromatic is a very hot look if you can pull it off so steer away from the usual all black look and make it interesting will an all brown ensemble. A hot look would be the boots and wide leg brown trousers paired with an off-the-shoulder tan-colored shirt/sweater. If the shirt is bold or over sized, I would suggest carrying a smaller pocketbook but if the shirt is more bland, you can definitely pull off a larger pocketbook with a much cooler design that pulls your whole outfit together.

Personally, I hate to see people wear brown and black together. If you want to wear the black skirt, go for black boots. Likewise, pair up the brown boots with a brown skirt or pants.

Yes you can. The top should be tan,beige,off-white,or a print or stripe with tan,brown or beige in it. The purse should preferably be dark brown. However, black could work.

Make sure you choose tights to go with the outfit. Women always look better with tights and pantyhose
