First of all without knowing at all where you are I suggest you first go to any government agency in your municipality. Second, contact the trash pickup company at the very least.

I suspect you're on a corner? I also suspect that the Alley cannot be widened just to accomodate your property?

In speaking with the proper agencies, I'd inquire as to the zoning regulations for your property. If in the USA there are easements (section of your property you don't actually own)

You might, if allowed, spend the money to have large pipe installed creating a barrier, or much like on a major roadway, have Guard Rails installed.

1st, contact the local garbage carrier. They have insurance and will just have to use it. If their drivers can't maneuver their trucks through the alley, then they need to walk down there and get the rubbish. Take your claim from the siding issue to your homeowner's ins. and they will help you get the job done properly, even if the trash co. has to pay. As for the gravel situation, have you considered putting a sidewalk in there? While gravel is strong, it is uneven and erodes into the ground at different rates. Concrete is a solid mixture of water, portland, sand and gravel and can form a solid base. It will definately keep your yard in better shape

You should get the city or the county involved in this , start by contacting your commisioner or your magistrate. Have you filed police reports on thiese incidents, if not you should, its property damage and your insurance co. may be able to help you with this. I'm not sure what your talking about on the band board, did they reside the house, was it rotten, was the flashing used instead of the siding>
