I recently downloaded this video file from the internet and ive been trying to delete it to no avail. A message box that says "another program is using it, etc" always pops up. Ive already closed all opened programs and have restarted my computer but i still get the same message.

Try starting in safe mode (F8 while it's showing the splash screen; you may have to hit it a few times. Pick safe mode from the menu and tell it you do NOT want to restore; you want to go to safe mode).

Delete the file and reboot normally.

There's a free program called "Move on Boot" put out by Gipo. Do a Google search for it, it's well worth your while because it's the only thing I've ever found that moves files like that.

start the computer in ms dos with f8 key
type the command just like it --> cd\windows\system32
and go to that folder where you download the file
in that folder type del *.* this command remove the file
start the computer normally
