In current knowledge Gamma Rays have the highest known frequency to us.
It has been postulated though that Cosmic Rays may have much higher energies than Gamma's, purly through the distances they can travel. A higher energy would indicate a higher frequency from E = h f.

I had always learned that the highest frequency electromagentic waves were gamma. BUT, I've heard lately that we may have learned of higher frequencies. Gamma is the highest commonly known.
