Drop them at your local Goodwill. They usually have a bin to accept old phones and chargers which are then redistributed to people who do not have phones, as cell phones that aren't subscribed to a service can ALWAYS dial 911.

Some helpful websites are recyclewirelessphones.org, or if you're wanting to give to a specific charity, like the Breast Cancer Foundation, you can visit their website @ recycleforbreastcancer.org. I know that the Carphone Warehouse will accept them for recycling - but they will also give you 'trade-in' money if you are buying anything from them at the same time.
The other option is that your service provider may accept it for recycling - I know when I bought my last phone direct from O2 they actuall sent me a free post bag to return my old phone/charger/manual to them for recycling

Oxfam and othr charities including some of the leading cancer charities recycle them just pop by an Oxfam shop when you're passing and ask them about the scheme

I have heard that Radio Shack recycles cell phones.

I think some of the mobile phone providers do this - I think it might be Orange or O2 - take a look at their websites. Some charities do it too.

sure they do. in view that a consumer will grow to be dormant and would not re-turn on the SIM after a particular era, the community operator can use the quantity on a clean SIM (kinda retains the series or that they'd have run out of numbers or would quickly be). so yeah, they can and they do.
