Does anyone know how to start this, and what licenses are needed. And how to contact the promoters of these events, or how to find a pitch?

Great idea but I'm afraid you will find it very difficult to get into shows due to the catering contracts being let to big firms. The ones that you can get into will be run by people who are just in it for the money and will let in lots of food wagons and are just not viable for you. Look on the net for council run events in your own area and contact the events team before laying out any money.
Count on spending £300 upwards to get in. See if there is a business centre near where you live, they can give you a lot of help. Contact trading standard and the council about health and safety and see what rules apply to you. Don't forget the taxman.
Sorry for going on a bit, but I have learned all this from talking to my neighbour who does the show circuit selling candyfloss.

PS There is good money to be made but you will never have worked so hard in your life.

Make sure you enough start up capital and then advertise what products you are selling a few weeeks before the business opens , then this way you will have people that may be interested. You could even do special offers (like 2 for 1 , psychlogical pricing etc...) as this will entioce poeple to buy from you , therefore hopefully leading to you building up a customer base.

as with any fast food product ...it's not the food but where to sell it..most 'pitches' are jealously guarded and you will find this the most difficult this to overcome.
