Spray the roses with pepper spray like a whole can and then he/she will know better after that.

The problem at this point is not with the dogs but with the humans that own them. If you feel comfortable talking honestly with your neighbors, then approach them with your concerns and ask them to address the situation now, not tomorrow. If this is not a viable option then you have no alternative but to call animal enforcement and state your complaint for the record. A couple of things will happen. Animal cops may contact the owners of the dogs regarding your complaint and the problem will be resolved. This may or may not lead to hostilities between the two of you. If the animals are found on your property when they arrive, the dogs may be seized and the owner notified, again causing potential problems with the neighbors. Best advice that I can offer...Talk to the dogs owner if possible and resolve the problem. If this isn't possible, if you have the means, purchase and install a taller fence. The higher the fence, the better your neighbor will be.

Put some lattice up higher attached to the fence. Extend the exsisting fence to 8ft. Bob wire. Electric fence. Ornaments on the exsisting fence that move like those birds the wings go around. Speak to your neighbor about a leash. Call the Humane Society about a loose dog. Good Luck

So they're thornless roses? Shame. That alone would've sorted out the mutt!!!

Seriously though, as pointed out, it would be better to mention the problem to your neighbour. If that's not possible, you could do something about the fence i.e. raise it to a higher level? Also I find that sprinkling chilli powder around is a definate help to keeping unwanted visitors at bay...

this may sound nasty but if you cover the ground where he lands with hot chilli sauce, also on the fence it should help. then on the edge of your rose beds plant garlic cloves, this should keep most pests including the four legged ones away [even works in Australia with the kangaroos and wild deer]

First, try to deal with the situation with your neighbor. If you don't get results, document (preferably video tape) and sue.
