I have made 3 cement tanks of 7'x4.5'x2' each. After how many days I can start keeping my Goldfishes in these tanks,

I would suggest you paint the inside of the tanks with a marine grade epoxy. You can get thet at boating stores. It will eal the tank and prevent both seapage and carbonates from leaching into the water. It's not real cheap, but worth the investment.

I am assuming you are going to be breeding? Cool.
I am assuming the cement is cured. Next you'll need to do what is called a "First filling" . This is for the cement to totally cure, and to let the cement chemicals escape into the water. (No filters at this point) after a week, drain the pond scrub the cement with Vinegar then (Honestly you are better off ) paint the pond. (Be sure to use a pool grade paint. After waiting 3 days, you are able to fill it again. Start your pumps and your cycling process.

Get your filters and falls working and test your water every other day.

You should be good to go as soon as you hit the water quality

Hi, If you are using a cement tank do not put fish in it soon after the construction of the tank. They will die.
First of all fill the tank full with water and remain it for two days.Change the water and do the same process atleast two more time. After this you cant put some small fishes and watch the conditions before putting gold fish. Gold fish is very sensitive to changes ,thats why i said so. If there is no problems with the fish for two or three days you can safely put gold fish too.

if you dont line them the will leak.. cement has air pockets and will let the water out.. you might need to line it with something... is this for an outside pond??
if so they have liners you can buy and cut to fit the cement tank you made.
