Use the correct amount of laundry detergent and use liquid fabric softener. You could use fabric sheets, but the liquid tends to be much better in getting everything soft.
Also make sure you're using a "warm" (40°) temperature setting when washing the towels. Your washing machine should have a section for you to put the fabric softener, if it does not, then you'll need a Downy Ball. They're $1-$2 and all you do is fill the ball with the liquid to the "fill line" and then pull up on the ring to close it and toss it in with the clothes/towels. The washer's agitation will automatically cause the ball to open when it's the correct time. You can find the Downy Ball at any Wal Mart or any similar retail store.

Let the washer do the work, it's the only way to make sure that it's all rinsed adequately.

They towels can be rough from your water or from too much detergent. Use less detergent and if you do have hard water, put about a 1/2 cup of baking soda in with the water when you are washing your towels.

Use a fabric softner such as comfort or petal etc. They really do work and it keeps your clothes soft as well as smelling wonderful. After the normal washing you’ve just got to soak them in water mixed with fabric softner and then wring it and dry.
