Is there any judgement on avaling leave during Notice period?

Our turnover has increased and recruitment has become a challenge and moreover the resigned employees opting leave frequently. to stop this we want to know any rule / judgment on this regard

Employees have a legal right to use any accrued leave before leaving a company, however the company may ask them to take remaining leave on a cash basis, or offer some incentive.
