It means the provisions of statute law. e.g. Acts passed into law by Congress/President in the USA or by Parliament in the UK.

Elected bodies, such as Parliament/House, in democratic countries, pass legislation ('Acts/Statutes') following the procedure laid down in their Constitutions. The provisions of these Acts are binding on all people in these countries. These provisions can be modified (amended) only by passing amending Bills in the legislatures (Parliament/House). The provisions of these Acts are called legislative provisions.

In some countries, Rules are drawn up under some Acts for administrative reasons if so authorized by the Acts and notified for all to follow. These rules need to be placed before the legislature for information and record. Normally these Rules are not 'passed' the same way the Acts are, as they are basically matters of detail for smooth administration of the legislative provisions of the Acts.
