21mm? That's just over 2cm - less than an inch.

And NO, certainly not normal - what exactly did the ultrasound technician say to you?

A 14 week fetus should measure about 3.5 to 4 inches, about 9 to 10 cm, that's about 90 to 100mm.

I'd be getting them to reconfirm what they told you.

This is not normal at all !!!

4th Week
Signs and symptoms of pregnancy as well as fetal development are important aspects of your pregnancy. You'll find that and more in the following sections broken down week by week through child birth.

Fetal Development:
By the end of this week of pregnancy, your baby will be between 3 and 4 inches in length and will weigh about 2 ounces. Fetal movement, or quickening, can occur as early as this week, although youre more likely to begin feeling movement closer to 16-18 weeks. The external genitalia are more developed, and its becoming easier to determine male from female. Your baby may be able to suck its thumb and make facial expressions.
