Originally the ratings of films fell in 4 categories G,M,R and X. Without going into details, X stood for the category where no one under the age 17 years was eligible for public viewing of the films. Later, the X category was changed to RC 17. Both these mean that the film with this rating contains material of a violent or sexual or adult nature, not suitable for audiences below 17 years of age. This does not imply that a film rated X or RC 17 contains pornographic material.
Perhaps the creation of XXX has a special significance that it is a pornographic film.
