Big Brother is carefully planned to create tension in the house. While it may not promote it (and, officially at least, it can't condone it) it certainly provides a very good environment for anger and fighting, and therefore increased likelihood of racism (as well as other forms of discrimination) and violence.

It doesn't promote it it merely (debatably) disseminated it. The sample size in the house is too small to be representative of the population that it can be said to reflect it.

It showed the bullying, the aggression, the dislike between contestants (as individuals) I don't accept that there was violence and am undecided about the racism allegations.

Reflect? Definitely.

Promote? That's a little harder to say. It definitely makes it easy - claustrophobia, irritation, tension, reality-show staples all.
