What does this imply? Is he just scared? I know that he's in love with me but he keeps on PRANK on me and when we meet sometime he just stares at me and smile... He keeps on looking at me every time but he doest make me feel that he loves me... Why does he do me like this???

In all Honesty!! That is not being "In Love" with you. That sounds more like "Infatuation". To Love someone is to put them before you in everything, where your thoughts are on them and the ways that you can help them, make them happy.
Being "In Love" with someone goes much much deeper. It becomes the reason you live, is to give them the "Gift of Love" on a continual basis, to make it your responsibility to see to all their needs, hopes and dreams. Most of all, to "Sacrifice" for them. To give of yourself without question or reserve, to always put them first and foremost. To quote the Bible; "No greater Love, hath any man, but that he be willing to lay down his Life, for his Friend"
