Because they have the highest potential for corruption. It is corruption at the highest level, and it is because of this, that many lower people are also happily corrupt. In fact, they are so corrupt, that they openly demand a fixed amount for a fixed service or licence. If we can cut corruption at the high level, we may find it easier to root out corruption at the grass root level.

We don't blame only politicians and public high officials and employees for corruption.
We must blame everybody who gets illegal profits from the community.
And corrupt people and parasites are everywhere. Nearly everybody, I estimate up to 95% of the population try to make profit at the cost of the community. Solely politicians, high officials and rich people have more and larger possibilities to make there money on the back of the population. And when poor people get rich or come to high official positions they do the same. And sometimes they are even worse.

It is not always that we blame the Politics and administration.Yes sometimes we blame as they sometimes do things which would make us feel that they are for corruption.y opinion is that Political and Administration are the main elements for a country to progress.

Because they are on "Takers" side just opposite to our "Givers" (common public) side.

Let there be some hard footing on "Takers" - then they start blaming us - the "Givers" - they gave and spoiled administration and politics.......
