In theory, yes. It goes clockwise in the northern hemisphere and counter-clockwise in the southern.

But other factors, such as the shape of the tub and the exact shape of the hole and angle of outlet pipe, and any motion given to the water, can reverse this effect. In Ecuador, right on the equator, they show you the two rotations just a metre each side, and the water dropping straight without rotating on the line itself. But no-one is sure whether it's a scam or not.

The reason why is that the earth's rotation causes the water to "drag" somewhat behind the rotation. The rotation is fastest at the equator so the part of the tub of water nearest the equator will drag more than that on the other side of the tub. This causes a circular motion.

This is a miniature version of the circulation of the world's ocean and air currents, which give rise to all the world's climate patterns; the Gulf Stream, the Asian monsoons, El Nino etc.

They do the same thing in Kenya and of course it is a scam. The Coriolis effect is proportional to the sine of the latitude which makes it zero on the equator. 100m either side is going to make no difference at all. The demonstrator walks south of the equator, turns towards his customers and the water spirals down the hole clockwise. He then takes his bowl north of the equator, turns to his audience and the water spirals anticlockwise. Most impressive and everyone pays. What they don't notice is that he turns in opposite directions north and south of the equator and it is his turning that gives the direction to the flow of water.
