The answer is c. Here is my reasoning. Blacks is an easy one to rule out. It's all over the news that they bear a disporportionate burden of poverty. The same with the elderly. Social security doesn't do much to help them out. Now families headed by women are generally single parents, and thus they have a harder time making ends meet.
Hispanics, on the other hand, do not bear a disproportionate amount of the poverty. One, they do not have to pay taxes on the money they earn (if they are in the United States illegally), and they often live in larger family groups, with many members contributing. Thus, they are able to maintain a fairly nice life style on average.
