If you are a student at another college, of course it is possible. It's called interlibrary loan, and if you are planning to write good papers, you should use interlibrary loan frequently during the course of your education.

Just see your librarian and inquire about interlibrary loans.

I don't think it is. As far as I know, you need a student ID to check out a book. However, our local university (but not the community colleges) does allow anyone with a state public library card to access and borrow books from their library. Hope this helps!
