Not yet. There is however a running project (named "MO.S.E.") that has been started in 2003 and hopefully will be soon operative. However the MO.S.E. project is, by its very nature, a temporary system: it is expected to protect Venice for only 100 years.

No they do not..The city usually floods several times a year....They have raised sidewalks that they setup when it does...
