If you are referring to domain user and want to grand them the ability to add/remove USB removable media, you’ll have to edit the security settings for the domain via your domain controller.
If users are not on a domain, you can edit the local security settings to allow users the ability to add/remove USB media devices.

I'm not sure what you mean but if you mean that if there's some way to restrict USB mem sticks use in the computer, you could always block off drive. Our Public Library does that.

I really didnt quite get what you meant

But I think you should put a password to log on to your computer in that way no restricted users wont able to gain acess to your computer and use they USB
