This is an interesting question.
The question seems to assume there is a difference between what a country needs or asks of its citizens (by way of service) and what the public needs are (by way of service). I have always tried hard to do both to the best of my ability. The "public" though is a general term referring to the population...while a country is an organized state or entity (government even).
Many of those who have already answered, chose to say that the two are one in the same. So long as the country is serving the public, they are. In many places on this planet, however, the country serves individuals--or small groups--not representative of the people. In those places, perhaps serving the country is not the same as serving the public.
I'll answer this question with a question then: In your opinion, does your country serve the public? I believe mine does.

Id say serve the public. A country is in the first place born to a soveriegn of its people. Having a strong and happy people in the country makes a country strong and happy as well. A country is defined by its people and not the other way around. :-) The purpose of a country's existence is in the first place for its people's good.

If by serving the country you mean enlisting in the army or other forces, I am too old for that
but to serve the public is another story and I would not mind doing that.

To serve the public is to serve your country. It's the same. I would gladly do both. If poor guys could be elected president, I'd go for it.

Are you asking: Would you rather serve the world or your country? Because it doesn't really make much sense otherwise.. But if that is what you're asking, I'd rather serve the world than just one country.

Excellent question. Too easily we assume that serving our country (or in fact any government.) The fact is that many bonafide needs aren't addressed or even recognized by government at any level. On the flip side, many bonafide needs are addressed and remedied by government involvement. I think we owe it to our country and to the public to address and help remedy the needs of the public and of our nation.

Those who choose to serve our country have it in their blood. Their dedication is different from the average Joe and most commendable. I have a nephew in Baghdad right now who says the lessons of life he learns everyday could not be obtained doing an average everday job. I myself could not face the HELL he does day to day.
