The electrical tape answer was correct. Turn the metal bar sideways, insert it thru the hole in the middle of a role of electrical tape and let it hang there until you need it. Pretty slick idea, actually, once you get used to it it's extremely efficient to get the tape on and off. It can also be used as a chin-up bar for midgets.

This is to hold a roll of electrician's tape. Put the bar through the roll and let the tape hang.

If its what I think it is, its to hold a roll of insulating tape. Push the bar through the centre of the roll and it will hang there, ready to use.

hmmm,lets see,for holding tapehmm,o.k, say I know maybe it is magnetic and when you only have a few nails left in you bag you just drop it in and it gets the last couple out for you..
