He claims to be THE man monitoring and controlling foreign contract payments and financial institutions and transfer of large funds moving within banks. İs this true or false.

it is a scam, they will get your banking information from you and then deduct money from your account and you won't be able to stop them or get your money back. Sometimes, they will send you a letter and a check/money order/traverls cheques and tell you to cash them, keep 10% for yourself and wire the money to another person. The check/money order/traverl's cheques will be fakes and when you cash them, the bank will come after you and take the money and the fees from your account. Either way, you lose, they win, they are just trying to launder money so they can get around the Patriot Act. They can't use our banks because of the Patriot Act, so they try to get us to launder their money for them. This money goes to terrorists and is used to kill our soliders and citizens! Do not participate in this scam!

This sounds like part of the on-going scam that is generated in criminal elements of Nigeria, who use the internet to defraud people by claiming to be various ministers trying to get money out of the country. It is all false. It is a confidence trick. It is a scam to get people to send them money, or disclose information that allows their bank accounts or credit cards to be robbed.
