The only crime he is committing is kidnapping. Jigsaw did not shot Danny Glover it was the orderly that shot the cops in Saw 1. He never lays a finger on anyone.

Yeah, he IS kidnapping people, and he did design the deathtraps that are killing people.
He may not be pulling a trigger, so to speak, but he's still responsible for the deaths.

kidnapping, negligence, manslaughter... ummm.... assaulting an officer (Danny Glover[slit his throat with a concealed arm blade])... evading arrest (saw 2 ending)... I think that covers it.
