No. It would just mean you live in a semi with a garage attached. The fact that the next door neighbours garage is next to your garage makes no difference. A semi is merely a house that is joined only one side with another house nothing to do with garages in between being joined. A terrace has a house attached either side with nothing in between, an end terrace is usually regarded in a similar way to a Semi, even if it has a Garage attached.

With planning permission and permission from your neightbour, yes.

However, you have to consider the neighbours garage wall is probably not suiable for a house wall, so you 'd be butting up against it rather than building on top. Then you'll have the problem of getting your foundations in wide enough when there is an adjacent garage.

sounds to me like there isn't enough room for what you want.

need more info. semi attached? next doors?
the foundations are very important in this situation. also they have to tie into each other with 3, 1/2'' rebar spaced vertically on the fond. wall. drill holes in existing found. pound in the rebar, let it stick out a foot and the new found. will connect and dry around it to keep the new found. wall from sinking. Check with all the village and builder or architect. just someone you trust that knows what they're doing.
get Refferances!! wish you luck.

You need to get planning permission and ask a surveyor about the possible ramifications. You would not want to build something that was detrimental to either property. e.g caused subsidence, weather exposure, unmaintainable areas

Maybe, with proper permits, but I wouldn't. Too many possible legal problems with the next door property owner.

not without a huge legal deal, you cant attatch your house to someone elses without written permission from them and proof that the structure will be sound.

Two basic things here.
1] You'll need a legal consent from your neighbours
2] You'll need planing consent, observation of building regs. etc
