Why is scouting tickets illegal??

Because in America you must have a license to sell stuff, like a vendor's permit. The companies selling tickets have agreements, contracts with the events, or stadium for a kickback on the ticket sales, or percentage they're allowed to mark the tickets up. Different states have different regs on this however.
