No ,, because they didn't want to do this. This deal is all the Chinese's doing. they are holding hundreds of billions of debt notes forn the US. The want us productive, safe and happy, so they can get rich. N. Korea is basicly at the beck and call of China, the only reason they talk is because they know they have China to back them up. So if China tells them to do something, the better do it. All there trade comes through China. They are a client state.
