im assuming you mean concrete floors and masonry walls? then a weak solution of muriatic acid will work. wet it down first and dip a stiff acid brush in a bucket of 25% acid and scrub away. wear rubber gloves and eye protection and hose down everything when you are done. by rights , the masons should have cleaned up their own mess when they were done...

if the concrete floor was dry 1st then spilled on, take a flat 2 or 3'' cold chisel and give it a good wack. it shoul come off fairly easily.
Wear goggles! it all depends When! it was done. very important.
I need more info. walls brick or drywall?

We used a slag scraper Its like a ice scraper but heavy duty
