The manufacturer puts those on the spindle to keep the bottom CD from rubbing against the base, and on the top to keep the discs packed firmly together. Some will even include a clear CD-shaped disc for this purpose.

Cd's? Not much. They usually come in spools of 50 or 100. Can get 20 for under $5 I bet.

Use them to space out your favorite CDs from the rest, or the blank ones from the ones used.

I don't know what you mean because I don't buy CD-rws, but it sounds like they could have been put in there to keep them from rubbing together and getting scratched.
