corruption in govt. offices should be dealth with with an iron hand. All public servants, taking salary from govt. eschequer should be punished severly for taking bribes. There should be strict surveillance to spot the offenders. Politicians are also public servants, and the same rule should apply.
Public should be allowed to make written complains about the bribes they were forced to pay, and the person who has taken the bribe. Strict and prompt action should be taken.
There should be a campaign ad. aimed at morally educating the people to be satisfied with their salaries and do their jobs honestly and efficiently, without expecting bribes for the jobs they are paid to perform.
This three pronged attack of surveillance, campaign and harsh and sure punishment should eliminate corruption in the govt. The private people and all citizen of india will be only too glad if this happens.

I described this already few days ago.
1. Install a voting machine with the large display unit at each and every door of the government office (offices with the direct public dealings like Mamlatdar, RTO, RPO, Municipalities and corporations, state and central ministers offices, land and revenue department, public sector banks, DRDO establishments, All IAS and IPS officers offices, police stations etc.).
2. Voting machine should be kept on the main entrance/exit of the office, in case any department has number of offices inside.
3. These machines will be linked to the central vigilance department (CVD).
4. If anyone votes, the machine will display the number and the same vote will be registered in the CVD's computer.
5. CVD will generate monthly data and display the results, starting from the most corrupted to the least corrupted.
6. If they ask the bribe outside the office -- no matter, you can still move to his/her office and register your vote.
7. Finally, CVD will decide what to do with that office.

First everyone should not give more importance to money... Money is necessary for living.. But it is not life... when we realise that money is not the only thing greater in this world.. we should realise that getting money without work is equal to ****.. Government officials should realise that each time they involve corruption.. They are corrupting their fate and their children, and children's fate also... How many corrupting official's son or daughter is living happily? May be they can have bundles and bundles of money... But the money can buy them happiness?... I saw many of them begging their children for giving food, shelter, cloth, love , care and happiness at their old age... But they doesn't had them from their children.. Because a corrupting father and greedy mom are their roll models from childhood... How they will keep their parents happy and their neighbours happy?.... We can't do anything as a individual... It must be realised by our government itself... our government will realise when world bank put forward a rule that first eradicate corruption, I will lend you money... or AMERICA says first stop corruption I will give you our technology for producing Nuclear weapons... Our government will take steps to prevent corruption... Untill that it will grind grass in its mouth like a cow at the shade of a tree...

Vote the corrupt people out of office. I find that Indians need to band together in order to make the country greater, not just have a billion people seek their own individual, selfish needs, which is what is occuring today.
