It sounds like you have a nice plan...however its been do a million times.
You want to show her that you like her, then do something original. Do something that gets her attention (but don't draw too much attention to her if your in public) that lets her know its from you and how you feel about her.
That's how you win her over.
But if you still want to go ahead with your plan, then do what you got to do.
For flowers you might not want to "do" roses cause that's more of a couples thing. Try Lilly's or Tulips in a bright color. Most women love them.
The cards a nice idea - (don't go crazy in it)
The cupcakes is a great personal touch.
Maybe skip the teddy bear, that's a little much.

AW that is adorable. Sounds perfect. For the flowers I would go with either an assorted bouquet (fairly inexpensive at grocery stores), carnations, or a single pink rose (pink because you're still getting to know each other; in my opinion red is for couples in love).
