I thought he was trying to get some, but he just straight bites her and during the whole time, his tail is twitching frantically and his fur is puffed out.

I really thought he was in heat but now I'm not sure. He is 4 weeks and the female is 3 weeks. She really likes him and after the chaos, calmly walks over to him to see if he's ok, but he just starts back up again attacking her.

What's going on, and what can I do? She really likes him and wants to be with him but it pains me to see him attack her.

Thanks

I've got the two seperated. They may have been from the same liter. I got them from the same pet store.

He still twitches his tail real fast like a mad man or something. He's completly isolated still. I'm going to take him back in the morning or make him snake food or something.

This male mouse is not a good pet or breeder. In the trade, we call that behavior rape-just like human behavior in the real world. It is hard to say if this comes from inbreeding, bad genes or something else but for the female mouses sake, please remove the male for her sake. The female will be unable to have babies with him because he will eat them too.
