Because it's almost impossible for them to get fired and promotion opportunities are almost nil.

they can be... they can't be fired, they get great benefits, work "bankers," hours (although most bankers work more hours than gov. employees), Their whole being revolves around the "cover your a$$," mentality. Since giving excellent customer service doesn't pay them more they prefer to be jerks. It makes them feel better about their miserable existence.

Because the have nice cushy jobs with good retirement plans that require limited work for good pay.

Because they have to put-up with jerks all day who think that poorly paid, poorly supervised government employees should treat these jerks like they are royalty.

They are overpayed-over protected-under worked jerks with bigger jerks as bosses.

because they get paided like crap.... also remember that they don't care about you. your just one of the thousands of people that they see everyday and must do a service too. you mean nothing to them except crappy $.... thats basicly it
