Personlay, I'd be leary about buying something that had "issues" in the past.
1) Catalytic converters don't just go out. There has to be a cause.
A) Overheated engine?
B) Vacuum leak.
C) Blown head gasket?
D) Engine timing is off?
E) Someone ran bad/wrong fuel in it?
F) Injectors worn?
G) Did someone drive the hell out of it?
If you do buy it, expect problems.

Does it run? Is the cat the only thing keeping it from passing emissions? It otherwise looks like it'll survive at least a year?
Then yes. Even though that isn't one of the better years for the Neon.
Assuming you're not in some psychotic jurisdiction that requires only OEM cats (even if the aftermarket one is more effective)...like California, a cat shouldn't set you back more than about 150 bucks. (Could be much less) Not sure about installation, as I've never done one.

i dont think of you will locate one on ebay by some potential seeing as its element of an exhaust device you wouldnt choose to purchase one 2nd hand, yet i'd advise attempting a patern section outlet ie unipart/partco and so on and so on or as somebody mentioned considerable broker, yet the two way cats are fairly expensive yet identity get some costs 1st if i replace into then you go with for the main suitable priced one :D on the top of the day it doesnt count wher you get it from because it is going to nonetheless do a similar job

I can't see why not,,replacing the cat wouldn't cost that much.Your car would be happier too.
