It is not bottu - It is POTTU or SINDOOR
It is a HINDU CULTURE-
This culture and tradition is the oldest in the world. And we are still proud that we still follow it despite of westernised infiltration.
The indication is the respect, not the male dominant society. As we travel the whole India we feel the presence of respect to the woman everywhere.
When a woman wears Bindi (Sindoor) on her forehead or mangalsutra/bangal, it expresses her sacrifice and reponsibility to a family not a slave to a particular man. And Indian men are very much aware of the fact.
There is no direct way to recognise married man in the whole world exept in some few tribal societies. But there is a difference in Indian man and western man. Just watch closely his behaviour and dealings with other females. It may take a little more time to do so. But once you come accross an American(particularly) or western European male, the comparison becomes easier. They are used to the belief that woman comes and go as their society is acccustomed to it. But here in India we believe that the woman kind is precious. Our expression shows it.
Exeptions excused for the neo-urban culture in India. -

i think it is called pottu. The bindi is arguably the most visually fascinating of all forms of body decoration. Hindus attach great importance to this ornamental mark on the forehead between the two eyebrows — a spot considered a major nerve point in human body since ancient times. A red dot on the forehead is an auspicious sign of marriage and guarantees the social status and sanctity of the institution of marriage.the red bindi on her forehead that is believed to usher in prosperity, and grants her a place as the guardian of the family's welfare and progeny.
The area between the eyebrows, the sixth chakra known as the 'agna' meaning 'command', is the seat of concealed wisdom. It is the centre point wherein all experience is gathered in total concentration. Nowadays, with changing fashion, women try out all sorts of shapes and designs.

Married Hindu women traditionally wear a bottu on their foreheads. The traditional bottu is made with red sindoor powder or perhaps a black ointment. It is applied low in the center of the forehead, close to the eyebrows.
Outside South Asia, bottu may be worn by women of Indian origin. Western women who have converted to Hinduism, such as in the Hare Krishnas, may also wear bottu. Sometimes they are worn as a style statement. International celebrities such as Shakira, Gwen Stefani, Madonna, and Shania Twain have been seen wearing bottu.
The area between the eyebrows (where the bottu is placed) is said to be the sixth chakra, agni, the seat of "concealed wisdom". According to followers of Tantrism, this chakra is the exit point for kundalini energy. The bottu is said to retain energy and strengthen concentration. It is also said to protect against demons or bad luck.
In modern times, the bottu has become a decorative item and is worn by unmarried as well as non-Hindu women, in India, Bangladesh and other countries of South Asia. It is no longer restricted in colour or shape. Self-adhesive bottus (also known as sticker bottus) are available. They are made of felt or thin metal, and come with an adhesive on one side. These are simple to apply, disposable substitutes for older tilakam bottu. Sticker bottus are also fashion icons worn for the pupose of self-decoration, as they come in all colours and exotic designs, sequinned, dusted with gold powder, studded with beads and glittering stones etc... and in different sizes.
