Klinger was trying to get a "section 8" discharge, which is a dishonorable discharge granted to the insane. He hoped that wearing dresses would convince everyone that he was insane, but it didn't work.

He wants to prove that he is insane, so he can get a "Section 8" discharge from the army, which presumably is the army's "insanity file." M*A*S*H* takes place during the Korean War in the 50's, and back then, men dressing as women - in the army, no less - was not only taboo, but on the edge of insanity.

He wants to get out the Army. He feels he has to dress that way all the time to convince the Army that he is crazy and not fit to be a soldier. This was the Korean War and the draft was still in place.

He is trying to get a section 8....section 8 is part of the army code that allows people to get kicked out of the army if they are crazy. Klinger, Max Klinger to be exact, was trying his best to get kicked out of the army, and sent back to his beloved Toledo, by making them think he was a transvestite....but alas it never worked.

He was always trying to get out of the Army, so he tried to convince them he was Section 8 (crazy). Unfortunately for Klinger, no one was buying it.
