One of the best "offline" resources for learning the basics of HTML is simply to go buy one of the HTML for Dummies books. It makes it really simple, and usually they have one with a CD inside that gives you programs to help you learn along with being able to write some code. One of the best places online to go learn it is http://www.yourhtmlsource.com . It is full of useful information and will help you get started in it.

As you learn HTML, you can look at the source code of Web pages you visit by hitting "view source".

The simpler the pages are, the more likely you'll be able to make sense of them.

To learn html, you must visit
http://www.w3schools.com/
But I would recommend you to learn xHTML instead of HTML as xHTML is standardized form of HTML.
Also, if you are using Macromedia Dreamweaver, then do not use its design view. Just type your html in code view and you will become master of html soon.
