I had a similar problem when I used a DVI cable for my monitor and I was using two 16 foot extensions. (Don't ask.) On my screen, the static was green.

What causes this is radio interference. This can occur with all monitor cable types. The usual circumstance is if you have a really long cable or your cable is near some source of radio interference. (Basically, your monitor cable is acting as an antenna...)

Common sources can include blue tooth devices, cell phones, wireless or even wired networks. The longer the cable, the better of an antenna it makes (for simplicity sake, we won't talk about the cable being a multiple of a particular wavelength in length.)

Two common solutions are to replace the cable (you're looking for one that has a ferrite on it (the little circular block thing on one end of a lot of cables) or to shorten the cable (if you're using an extended cable).

Other causes may include a bad monitor or a bad video card.

Are there any magnetic materials around? If so, try to take them away. The stronger the magnetic field, the stronger the disturbance. If you are experiencing this recently with no magnetic fields around, I think its time to change your monitor. Go for an LCD monitor. Good value for money and easy on the eyes :)

Hope this helps.
