if a person is moving in with another person because that agreement was made but there is no contract, but that person moving in already has their stuff in that house, is it illegal if that person climbs through a window when the door is locked without the permission and presence of the owner? can a charge be made?

if their is two people living together and the person already has their stuff in the home, then that means that person has a right to come and go as he or she wants. unless, you have giving them a 30 day notice to vacate the property. other wise it a unlawful eviction. written contract or not. that person has a right to come and go.

Why would the person have to crawl in a window, if a agreement was made, why does the person not have a key. Even if this was only a verbal agreement and no contract. If the person has their stuff in that house, then that person needs to get a key from the other person. I think the person did not give the person moving in a key, maybe because the person has not compiled with the verbal agreement yet. Which mean, if the person decided they did not want to live there and wants to get their stuff out, they need to call the Police and have them there, and have the owner let that person get their stuff back. Crawling in a window seems like some kind of excuse to me, I think you have not stated the whole truth here. Owner can file charges, especially if you have not paid rent. While you are entitled to your stuff, as you call it, it just does not make sense that you are crawling in through a window.

The person resides in the home - their possesions are in the home, they just locked themselves out.
No charge should be made, the police can be shown that they are in residence.
If the Beotch is that spiteful, dump her and move on let her pay the rent by herself.
