Usually works just fine. With exceptions from certain games(as in chips, not titles) which might not work immediately with the system.

No it can't. You'll have to buy an American Nintendo DS if you want to play American games. Same goes for all systems, if you get one in Europe I've the numeral system is changed to Euros just like an Asian one would Not be in English.

Hmm some might be because DS's have language settings- some games might be translated automatically, but I could be wrong.
