I believe that the most powerless president was James Buchanan. He did absolutely nothing to stop the expansion of slave states, and didn't enforce the Compromise of 1850. The issue of slavery tied his hands for 4 years. Also, he was subject to rumors that he was a homosexual. That, too, made him more powerless. The whole issue and burden of slavery fell upon Abraham Lincoln, who followed Buchanan as president.

You don't have him on the list... Jimmy Carter. He was powerless - because he was incredibly honest - and he didn't owe anybody any favors - and nobody owed him a thing either. Because of that - he couldn't get anything done.

But - he's still my favorite President.

Actually it was Kennedy. Why, because he wouldnt kiss a**, was gonna get rid of the cia,and the federal reserve,,and ended up dead for his beliefs.
