Well, lets take a look at a few of the lyrics to see if it has any real meaning:
Uh huh, this my s*** (this is her turf, her school)
All the girls stomp your feet like this (dance to the beat)
A few times I've been around that track (she's experienced)
So it's not just gonna happen like that (She's rebelling)
Cause I ain't no hollaback girl (She's not going to hollar back)
I ain't no hollaback girl (She's not going to yell back)
I heard that you were talking s*** (uh-oh, some biatch is making her mad)
And you didn't think that I would hear it
People hear you talking like that, getting everybody fired up (a crowd is gathering to watch this fight)
So I'm ready to attack, gonna lead the pack (she's got a gang of dancing women that apparenly can figh well)
Gonna get a touchdown, gonna take you out (they're in the stands @ a football game)
That's right, put your pom-poms down, getting everybody fired up (the girl she's going to fight is a cheerleader)
So that's right dude, meet me at the bleachers
No principals, no student-teachers
Both of us want to be the winner, but there can only be one
So I'm gonna fight, gonna give it my all
Gonna make you fall, gonna sock it to you
That's right, I'm the last one standing, another one bites the dust
Let me hear you say, this s*** is bananas
B-A-N-A-N-A-S
And.... so on. So the idea is she's going to fight a girl who's been talking sh** about her, and she's bringing her friends. Hollaback is really "Hollar back"
Hollar = To yell
Back = To get back to, to reciprocate
So... After much deliberation, Hollabck girl is DEFINATELY slang, and it means that Gwen Stefani isn't going to yell back, she's just going to fight the cheerleader bit**.
Or something.

Funny how everyone is talking about destroying the English language, the language must evolve has it has in the past. If the language didn't change over time we would be still speaking and writing Latin or at the very least still using thee and thou, not to mention gendered words. Another thing to look at is the fact that many countries and areas have already made new spellings for words (ie Color = Colour, Neighbor = Neighbour). So as for the commonly misspelled words, why not? How is it that we can have words with silent letters like 'knife', or 'knowledge'? Shouldn't we spell the word the way it sounds? this isn't to say we should forget all rules of grammar and punctuation. Language is constantly evolving and inducting words ,even if they are slang, will happen. Remember they are not proposing changing the rules of language, but instead proposing that more varieties of spelling be acceptable, which I would believe not to include the shorthand used in Text messages or Instant Messages.

It's not especially offensive, I don't think.....
For the ignorant, it means somebody who doesn't answer back to taunts (or "holla back" or "hollaback").
I don't know if this is an actual definition, but I think a "hollaback" is also a cheerleading taunt/ diss song (The only example I can think of is "That's alright/That's OK/You're gonna pump our gas some day" from the first Bring It On movie).

it means
A holla back girl is a girl that is willing to be treated like a doormat or booty call.
She is a girl that will allow guys to do whatever they want with her and will just wait for them to 'holla back' at them.
