I just picked up a FSP 300 watt power supply (FSP300-60THN) for a great price and want to be sure if it is ok for an AMD 64 system running at 2.4 GHz. Fortron power supplies are great quality but I am concerned about the spit on the 12v rail with only 8 amps on the 12v1 and 14 amps on the 12v2. Yes that is 22 amps total but I am not sure if it is a true dual rail or a fake one with a 20 amp limit. If the 8 amps is for the drives and board then you could easily over draw that but if there really is no 8 amp limit then it should be fine.

I would never run a system like that with less than 400W and am in fact using 550W supplies. You can get them for between $20 and $30. Check http://www.pricewatch.com
I use Rhycom and Guardian P/Ss
(You neglected considering your 5V supplies)

Well the amount of power your system requires is based on more than just your processor. Video cards also have power requirements. As the other poster mentioned you should probably aim for a 400Watt or better. You really should check the power requirements for your video card first though.

you need at least 17 amps on one 12V to make sure the system will run stable.
check the AMD forum for that.
