The process is called vertical refresh rate..

Depends on ur Monitors Hertzs setting it could be 60, 70, 75 or 85.
The optimal setting for CRT monitors with 17" is 85Hz it means monitor refreshes itself 85 times in one sec. Or u can take it Elec Beam scanning the screen. to change Right click on desktop>> properties>> Settings>> Advanced>> Monitor>> Here select the option ur monitor supports.
