Monetarily, a country's worth is based solely on the way their money is backed. For instance, the United States dollar was first backed by Gold. For every dollar produced, an equal value of gold had to be stored. A country's worth is only as good as their ability to repay. Much like consumer credit.

The middle eastern countries back their money with oil.

By the size of its military and the number of powerful weapons is first and foremost. Freedoms? Equality? Social Order? Economy? All are just by-products of having military might.

By the context and character of it's people. Not by it's government, or it's worth on paper, because that's all just politics and economics. A country is only as good as it's people...
