Here's something creative that will be appreciated and you will have fun doing:
Make up a crossword puzzle and have all the hints be personal inside moments and jokes that only you two would know about. Put it on a poster board and add some clipart and some pictures to it!
The crossword puzzle could be time consuming and a bit frustrating ... you could do the same idea with a WORDSEARCH or WORDFIND puzzle.
Put your computer skills to work! Use Excel, get clipart from Yahoo Images Search, copy them, and reformat them, use a gluestick to put on posterboard.
If you'd rather not use the computer so much, try graph paper to sketch out the puzzle and use real pictures or pictures from magazines.

Put together a little book of all your best moments with photo's.
I actually purchased a book for this purpose, but I have never filled it out.

go to wal-mart or a similar store, find a funny card, and buy him some little treats like his favorite kind of candy, a pair of heart-print boxers, etc.
maybe bring him a single rose as well? it's a little untraditional but it would be nice

give him love coupons. They're free to make and he'd probably like that more than a cheap gift. If you must, then take him out to eat on a date.

my 17 yr old just made herself a t shirt since sadies dance is coming up she wrote on the front asking him to sadies and on the back it says please 1 heart u
then a t shirt for him it has her name on front and a yes/no box for checking
shes wearing hers to school on v-day and putting his in a gift bag with a chocolate fish and a small teddy bear in with it to give at school on v-day
now its a v-day gift and matching t's for sadies. cost her a total of 14.00
her t at mervyns 4.99 his 5.99
chocolate fish 1.97 at walmart and 2.00 for teddy in a coffe cup at longs.
idea=priceless
