the best time is winter time while it's dormant. but you can remove limbs at any time and it will not kill the tree. you can saw a pecan off just above ground level just leaving a stump and it will sprout back. it's like a hickory, they will do that too.

Pecan trees are funny b/c they are always the last trees to get leaves when winter ends. Wait till they sprout out so that your arborist can see what is alive and what is dead. This is not a do it yourself job if it is a large tree.

Now! they don't need major pruning but trim dead branches and low hanging branches.
