I observed from my friends and relatives that the US consuls would just put deny on the filipinos passport without any basis.Other friends of mine would spend as much as more than a million pesos just to get a visa to the US. I cannot understand why they are so strict on Filipinos applying for visa as compared to other countries.

Unfortunately, I know many Filipinos who obtained tourists visas in the past and come to the US, only to overstay and remain in the US while adjusting their status.

So USCIS has cracked down on the practice and insist that you prove that you have a compelling reason to return to the Philippines. Even millions of pesos in an individual's bank account is _not_ a compelling reason. Otherwise, forget it, might as well try to obtain an immigrant visa, which could take years to acquire.
