when the Indian team get a professional management team and a world class facilities and a good couch . may be in 5 to 10 down the road

Highly unlikely unless some serious investment in the infrastructure of the sport in India occurs, they need to take a leaf out of the books of USA, Japan, South Korea and surprisingly Turkey.
All of the above have made serious investments in their sports over the last 10 to 15 years and have made significant progress, but even these countries cannot claim to rule the football world.
The starting point has to come from the lowest level, build a sport around kids and give them chances to improve, football workshops with professional players, give them openings at higher levels as they get older and mix them with good players from other countries and the standard will improve.
Sadly, i think it will be a long long time before India could hope to be challenging with the best in the world, but I wish them luck. 1bn+ people, plenty of talent to work with!
